Amends Chapter 90, Section 8E of Massachusetts General Laws to create a process for homeless individuals and unaccompanied homeless youth to obtain state identification cards with all fees waived

Allows proof of residency through documentation from homeless service providers, housing services entities, youth services organizations, or state agencies including the Executive Office of Health and Human Services or Executive Office of Housing and Livable Communities

Defines "unaccompanied homeless youth" as a person 24 years or younger who is not in the custody of a parent or guardian and lacks a fixed, regular, and adequate nighttime residence

Requires the Registrar of Motor Vehicles and Secretary of State to enter into a memorandum of understanding to implement the new identification process

Uses the federal McKinney-Vento Homeless Assistance Act (42 USC 11302) definition of "homeless"
