MassDOT must monthly identify persons owing $100+ in tolls, fines, or fees under Pay By Plate and E-ZPass MA systems and contact them via mail, email, and phone about their account status and options

Establishes a monthly payment plan option for debts of $250 or more, with a minimum payment of $25 per month; once enrolled, no additional late fees or fines accrue on existing debts

Participants in a payment plan who are compliant cannot have their driver's license or vehicle registration renewal denied due to unpaid toll debts

Registrar may issue conditional license/registration reinstatement after at least one payment plan payment; revocation occurs if payments fall more than 30 days behind

Takes effect 120 days after passage, with agencies given 5 years to promulgate implementing regulations
