Establishes the Junior Operator's License Fund to provide grants covering driver education costs for students from disadvantaged backgrounds, with eligibility based on participation in programs including free/reduced lunch, MassHealth, SNAP, TANF, or RAFT

Reduces the learner's permit holding period from 6 months to 90 days before a junior operator can obtain their license

Requires driver education providers to give written notice of course requirements and completion timeframes before enrollment, with mandatory full refunds if providers fail to meet stated timelines and the student's permit expires

Directs the Registrar of Motor Vehicles to collect annual data on driver education enrollments, permit expirations, and provider performance, reporting findings to the Attorney General's office

Authorizes the Attorney General to assess fines up to $1,000 per violation against driver education providers who fail to comply with notice or refund requirements
