Creates a "Chapter 90 Commission" within the Department of Transportation to evaluate the municipal infrastructure reimbursement program used for road and pedestrian facility maintenance and capital projects

Commission comprises 9 members: 2 from Massachusetts Municipal Association (1 rural, 1 suburban), 1 from Metropolitan Area Planning Council, 1 from Mass. Association of Regional Planning Agencies (gateway city), 1 from Mass. Highway Association, 3 Governor appointees, and the Secretary of Transportation as chair

Commission must investigate sufficiency, effectiveness, and equitability of the current funding formula, including whether it allows infrastructure to be maintained in good repair

Analysis must consider regional, geographic, socioeconomic, and population density variations, as well as municipal fiscal capacities

Final report with recommendations for formula adjustments due to the Department of Transportation and legislative clerks within 365 days of passage
