Applicants ages 18-25 applying for a driver's license, learner's permit, or ID card would automatically authorize the RMV to register them with the Selective Service System unless they opt out by signing a declination statement

Applicants ages 16-17 would be notified that their signature constitutes consent to be registered automatically upon turning 18, with the option to decline

Refusing to consent cannot be used as grounds to deny driving privileges or discriminate against the applicant in any way

The RMV is prohibited from compiling, distributing, or sharing lists of applicants who declined or consented to Selective Service registration with any other agency

Implementation is contingent on receiving sufficient federal funds to cover computer programming start-up costs, with the registrar required to report to legislative committees when funds are received
