Amends Chapter 93, Section 29 of Massachusetts General Laws to change permissive "may" language to mandatory "shall" for billboard permit regulations

Requires written notice of billboard permit applications be given at least 60 days in advance to the host city or town and to residential abutters within 2,500 feet of the proposed location

Mandates that applicants for electronic/lighted billboards, signs, or advertising devices must include plans to finance and install light blocking technology

Takes effect immediately upon passage
