Amends Chapter 6C, Section 4 of the General Laws to establish a new formula for allocating Chapter 90 funds to municipalities for road and bridge projects

Municipal allocations would be based on the cost of resurfacing 2% of municipally-owned non-state-numbered roads and 3.3% of municipally-owned state-numbered routes

Municipal Match Program factors would be calculated using aggregate property values and aggregate personal income equally weighted

Commonwealth matching funds range from a minimum of 12.5% to a maximum of 200% of the municipality's contribution, capped at the local apportionment amount
