Preempts municipalities from enacting local drone regulations, reserving authority to federal FAA rules and state law only

Establishes tiered penalties for drone violations: up to $100 fine for FAA rule violations, up to $2,000 fine and/or 1 year imprisonment for weaponizing drones, and up to $10,000 fine and/or 2.5 years imprisonment if a drone causes a manned aircraft to crash

Prohibits drone surveillance of individuals or private property without consent, treating violations as invasion of privacy under existing state law

Permits law enforcement drone surveillance only with a search warrant, credible terrorist threat determination, reasonable suspicion of imminent danger, pursuit/missing person searches, or crime/crash scene documentation

Requires law enforcement to permanently destroy drone-captured images, footage, and recordings within 120 days unless relevant to an ongoing investigation or judicial proceeding
