Establishes a dedicated Motorcycle Safety Fund on the books of the Commonwealth, separate from the General Fund, funded by $2 from every motorcycle registration deposited monthly

Redirects the existing $2 motorcycle registration fee from the General Fund to the new dedicated Motorcycle Safety Fund, with revenues prohibited from being transferred to any other fund

Requires rebates of at least $150 to riders under age 21 who complete an approved basic rider course, capped at 20% of total fund deposits

Funds motorcycle safety programs including rider education courses, instructor training, a policy manual for course providers, the Motorcycle Awareness Program in schools, and public awareness efforts

Mandates the State Treasurer produce an annual accounting report on fund income and expenditures, delivered to the Massachusetts Motorcycle Association Chairman, Joint Transportation Committee chairs, and legislative clerks
