Establishes the License Plate Symbol Revenue Fund to collect fees from specialized charitable symbols, with proceeds supporting program implementation and designated charitable purposes

Requires the registrar to complete a feasibility analysis within 6 months, consulting with the American Association of Motor Vehicle Administrators and federal agencies, with the main provisions taking effect 90 days after the analysis is filed
