Expands the definition of "core competencies" for community health workers to include 10 skill areas: outreach, client/community assessment, effective communication, culturally-based care, health education, care coordination, navigation of health and behavioral health services, public health concepts, community capacity building, and technical communication skills.

Mandates insurance coverage and reimbursement for community health worker services across all major payer types, including MassHealth, Group Insurance Commission plans, and private insurers under Chapters 175, 176A, 176B, and 176G.

Allows reimbursement for community health workers employed by health care providers, community-based organizations, or municipalities—including non-medical entities—and covers both certified workers and those in the process of obtaining certification.

Establishes a Community Health Worker Workforce Development Taskforce co-chaired by legislative leadership, with approximately 20 members from state agencies, health organizations, and employer representatives.

Requires the taskforce to study workforce demographics, certification barriers, reimbursement sustainability, and career pathways, with a report due to the legislature by March 31, 2026.
