Amends Chapter 260 of the acts of 1956 to reconstitute the Gloucester Fisheries Commission as a body politic and corporate serving as a public instrumentality sponsored by the city of Gloucester

Commission's mission is to investigate, advocate, and recommend measures for the promotion, preservation, and protection of the Gloucester fishing industry

Commission membership set at 7 members: the mayor (or designee) plus 6 members appointed by the mayor and confirmed by city council for 3-year staggered terms, with up to 2 alternate members permitted

All commission members must be Gloucester residents with knowledge of the fishing industry; chair and vice chair elected by majority vote of members

Mayor may appoint an executive director with compensation determined by the mayor; act takes effect upon passage
