Office of Medicaid must conduct bi-annual reviews of reimbursement rates paid to applied behavior analysis (ABA) providers serving publicly aided individuals, in consultation with the Center for Health Information and Analysis

Reviews must compare Massachusetts payment rates to those in jurisdictions with similar cost-of-living indexes

Reviews must examine how payment rates affect recruitment and retention of qualified ABA providers over the previous 5 fiscal years

Reviews must assess increased service delivery costs from future accreditation or regulatory requirements, and identify any new mandated services or populations that may increase demand

Findings must be reported by October 1 to House and Senate clerks, Ways and Means chairs, and Joint Committee on Health Care Financing chairs prior to release of updated rate regulations
