Authorizes the City of Gloucester to appropriate and expend public funds for maintenance, repair, and improvement of private roads, notwithstanding Section 6N of Chapter 40 of the General Laws

Private roads must serve a minimum of 10 residential properties that pay property taxes to Gloucester to qualify for public funding

Eligible roads must function as connector streets between two roads or provide access to public places of interest such as community venues, recreational facilities, or multi-use commercial locations

Roads already maintained by a developer or private entity under an existing agreement or covenant are excluded from eligibility

The private road must be primarily used as a through street by non-abutting property owners
