Reclassifies one municipality from the "14 cities and towns" inner-core MBTA assessment category to the "51 cities and towns" outer assessment category, changing the designations to "13 cities and towns" and "52 cities and towns" respectively

Reduces the inner-core group to 13 municipalities: Belmont, Boston, Brookline, Cambridge, Chelsea, Everett, Malden, Medford, Milton, Newton, Revere, Somerville, and Watertown

Expands the outer assessment group to 52 municipalities, adding Arlington to the list that includes communities such as Quincy, Waltham, Framingham, and other suburban towns

Amends multiple sections of Massachusetts General Laws (Chapters 6C, 40A, 160, and 161A) to update municipal representation requirements and assessment references throughout transit-related statutes
