Authorizes the Barnstable town manager to designate specific town-owned vehicles to mount and operate flashing, rotating, or oscillating red lights, notwithstanding Section 7E of Chapter 90 of the General Laws

Red lights may only be used by the director of marine and environmental affairs, harbormaster, and harbormaster staff while responding to emergencies or alarms in their official duties

Requires a written permit from the registrar of motor vehicles before any red light can be mounted or displayed

Town manager must maintain an inventory of authorized vehicles by registration number

Takes effect upon passage; local approval has already been received from the town
