Authorizes the Division of Capital Asset Management and Maintenance to transfer permanent easements over Department of Conservation and Recreation land in Milton to the Department of Transportation for an intersection improvement project at Randolph Avenue (Route 28) and Chickatawbut Road

Transfers include 10 specific easement parcels (8-E-3, 8-E-4, 8-HL-1, 8-HL-2, 8-HL-3, 8-HL-PUE-4, 8-HS-1, 8-W-4, 8-D-1, and 8-PUE-W-5)

Requires the Department of Transportation to compensate the Department of Conservation and Recreation at least 110% of fair market value or value in use, whichever is greater, based on an independent appraisal approved by the Inspector General

Compensation funds must be deposited into the Conservation Trust and used within 3 years to acquire replacement land of equal or greater natural resource value for conservation and recreation purposes

Declared an emergency law, taking effect immediately upon passage
