Prohibits licensed pet shops in Massachusetts from selling or offering for sale dogs, cats, or rabbits

Pet shops may still offer space to animal rescue or shelter organizations to showcase these animals for adoption, provided the pet shop has no ownership interest in the animals

Civil penalties for violations: up to $1,000 for first offense, up to $2,500 for second offense, and up to $5,000 for third and subsequent offenses, with each advertisement or sale counting as a separate violation

Violators may also face suspension or revocation of their pet shop license

Takes effect 90 days after passage; preserves local authority to impose additional regulations on pet sales
