Establishes a special commission to investigate the availability, affordability, and regulatory treatment of homeowners insurance for manufactured and mobile homes in Massachusetts

Commission will examine causes of rising premiums, insurer market participation, market concentration impacts, state regulatory practices, adequacy of the FAIR Plan, and comparisons to other states

Commission membership includes 12 members: co-chairs from the Joint Committee on Financial Services, representatives from the Division of Insurance, Attorney General's office, housing executive office, legislative appointees, the Massachusetts Manufactured Housing Association, a municipal official, and a consumer advocate for elder housing

Report with findings, recommendations, and draft legislation due within 12 months of the act's passage to the House and Senate clerks, Joint Committee on Financial Services, and Ways and Means committees
