Allows registered voters in Rutland to recall any elected town official through a special election process initiated by a recall affidavit signed by at least 200 voters

Prohibits recall petitions within 6 months of an official taking office, within 6 months of term expiration, or within 6 months after a failed recall attempt against the same official

Requires recall petitions to gather signatures from at least 10% of qualified voters within 21 days of petition availability

Recall elections must be held between 64 and 90 days after the Select Board orders the election, with a simple majority vote required to remove the official

Officials removed by recall or who resign after recall petitions are issued are barred from appointment to any town office, board, commission, or committee for 1 year
