Establishes the Program of All-Inclusive Care for the Elderly (PACE) under MassHealth to provide comprehensive medical and long-term care services to seniors at risk of nursing facility placement, allowing them to remain in community settings

Requires enrollees to meet skilled-nursing-facility level of care criteria, reside in a PACE service area, and be able to safely live in a community setting; enrollment is voluntary with the right to disenroll any month

Mandates MassHealth contract with PACE organizations to deliver integrated care through interdisciplinary teams at day-health centers, in homes, and specialty/inpatient settings, covering Medicare Part A/B services, Medicaid services, and mental health/substance abuse treatment

Requires MassHealth to provide educational materials to prospective enrollees and conduct outreach to councils on aging and Aging Services Access Points; prohibits gifts or inducements to encourage enrollment

Authorizes presumptive eligibility for up to 90 days for PACE applicants and establishes dual capitation payment agreements with Medicare and Medicaid for program funding
