Establishes a special commission to study existing and emerging micro-transit services in Massachusetts and recommend ways to fund, support, and expand these services

Commission must evaluate types of micro-transit services, populations that depend on them, current funding mechanisms, and whether funding meets demand or allows for expansion

Commission membership includes legislative transportation committee chairs as co-chairs, 2 regional transit authority representatives, MassDOT rail and transit administrator, and representatives from councils on aging, municipalities, workforce development, and regional planning agencies

Study must include recommendations for dedicated state funding options, statutory definitions of micro-transit for funding eligibility purposes, and strategies to close mobility gaps and address transportation inequities

Final report due to the legislature and secretary of transportation within 15 months of the act taking effect, with option to release a draft for public comment beforehand
