Establishes a special commission to investigate the availability, affordability, and regulatory treatment of homeowners insurance for manufactured and mobile homes in Massachusetts

Commission will examine causes of rising premiums, insurer market participation, impacts of market concentration, adequacy of the FAIR Plan, and how Massachusetts compares to other states

15-member commission includes legislative leaders, the Commissioner of Insurance, Attorney General, housing officials, industry representatives, municipal officials, and manufactured home residents

Co-chaired by the House and Senate chairs of the Joint Committee on Financial Services

Report with findings, recommendations, and draft legislation due within 12 months of the act's passage
