Changes warranty trigger points from date of "sale" to date of "delivery" for used motor vehicles, and establishes tiered warranty periods: 90 days/3,750 miles for vehicles under 50,000 miles; 60 days/2,500 miles for vehicles with 50,000-100,000 miles; 30 days/1,250 miles for vehicles with 100,000-175,000 miles.

Doubles the required dealer bond amount from $25,000 to $50,000 and allows the attorney general to recover from the bond on behalf of consumers or classes of consumers who suffer losses.

Extends consumer protections under the Motor Vehicle Installment Sales Act to cover lease agreements (minimum 4 months) in addition to retail installment contracts.

Requires creditors/lessors to provide written notice at least 10 days after default, giving buyers/lessees 21 days to cure the default before any action can be taken against them or the vehicle.

Restricts vehicle repossession to cases of material default (missed payment or substantial impairment of collateral value), prohibits use of force or breach of peace, and grants buyers/lessees 20 days after repossession to redeem the vehicle.
