Establishes a 5-member Boston Inspector General Oversight Commission appointed by the Governor, with members serving staggered terms up to 5 years and required to have expertise in investigations, auditing, accounting, or related fields

Commission appoints an Inspector General for a 5-year term (maximum two terms) who must obtain Certified Inspector General certification within 1 year and be selected solely on integrity and demonstrated professional ability

Inspector General has authority to investigate all City of Boston and Suffolk County business, including fraud, waste, abuse, and mismanagement, with subpoena power and access to all city records

Prohibits retaliation against whistleblowers who file complaints or provide information to the Commission, and requires all covered entities to cooperate with investigations or face forfeiture of office, discipline, or debarment

Annual appropriations for the Commission cannot be reduced below the prior year without approval from the Inspector General or Commission, and the act takes effect 120 days after passage
