Authorizes conveyance of state land at 782 Crescent Street in Brockton to Catholic Charitable Bureau of the Archdiocese of Boston for $1 to develop 100% affordable housing (for households at or below 80% area median income) and a community multi-services center providing food, clothing, child care, and vocational training

Includes a reversionary clause allowing the commonwealth to reclaim the property if it ceases to be used for affordable housing and community services; if the Catholic Charitable Bureau does not complete the purchase by December 31, 2030, the land may be sold through competitive bidding

Authorizes conveyance of a separate 3.818-acre parcel to the City of Brockton for $1 for redevelopment purposes, with net proceeds from any subsequent sale or lease split equally between the city and commonwealth (or up to 60% to the city as an incentive)

Permits conveyance of additional parcels (143-080, 143-079, 143-081) adjacent to Quincy Street to the City of Brockton at no cost for road safety improvements including a turning lane to improve access to Massasoit Community College

Commonwealth's share of any sale proceeds will be deposited into an expendable trust for Massasoit Community College to fund capital repairs, deferred maintenance, and decarbonization projects
