Creates court-ordered "critical community mental health service treatment plans" for adults 18+ with severe mental illness who are gravely disabled, have a history of treatment non-adherence leading to involuntary hospitalizations or violent behavior within the past 36 months, and are unlikely to voluntarily participate in outpatient treatment

Authorizes physicians, the Department of Mental Health, facility superintendents, family members, legal guardians, and probation/parole officers to petition district court for these treatment orders

Initial orders limited to 180 days maximum; subsequent orders may extend up to 365 days, with court required to find services are the least restrictive alternative and evidence must meet "clear and convincing" standard

Requires treatment plans to include supervision requirements, medication protocols, assistance obtaining basic necessities (employment, food, clothing, shelter), and conditions for continued services such as reporting and testing

Establishes monitoring and enforcement procedures including 30-day reviews by supervising mental health professionals, non-adherence hearings within 7-14 days of violations, and authority to request emergency psychiatric evaluation if individual fails to comply with court order
