Exempts individuals convicted of first-degree murder, certain sexual offenses under Chapter 265, or those on the FBI terrorist Threat Screening Center from these protections

Prohibits masks or face coverings in courthouses by parties, witnesses, staff, or law enforcement unless required by medical, chemical, or biological emergency

Grants the Attorney General enforcement authority through civil actions in superior court, with violations constituting false imprisonment; requires annual reporting by the Supreme Judicial Court on all warrants and arrests made under this chapter
