Establishes a Massachusetts Farm to School Program administered by the Department of Elementary and Secondary Education, consisting of grants and local food incentives for K-12 schools and licensed childcare programs participating in federal meal programs.

Creates a Local Food Incentive reimbursement structure: $1 for every $2 spent on Massachusetts-sourced food products, and $1 for every $3 spent on products from other New England states or New York.

Provides grant funding for kitchen equipment, staff training in scratch cooking and local procurement, food literacy curriculum, farm field trips, and school garden infrastructure.

Requires a full-time program coordinator and an advisory committee including representatives from agricultural resources, early education, marine fisheries, Massachusetts Farm to School, and the School Nutrition Association.

Mandates annual reporting to the legislature by January 31 on program impacts, including number of students served, school gardens created, and value of local food purchases, with regulations to be promulgated within 180 days of enactment.
