Doubles certain numerical thresholds in school construction funding statutes from 1 to 2 (amendments to Chapter 10 Section 35BB and Chapter 70B Section 2)

Allows school districts with disproportionate shares of buildings needing major renovation or replacement to use up to 1% of state school aid for construction-related debt service costs

Increases the maximum school construction reimbursement rate from 80% to 100% and requires per-square-foot reimbursement to be at least the average actual construction cost from the previous 3 fiscal years

Creates a new 10 percentage point bonus for school building projects that demonstrate they will significantly improve inter-district or intra-district racial integration of students

Sets a $100,000 minimum budget threshold for Accelerated Repair Program eligibility and allows extraordinary maintenance projects up to $500,000 per school to count as net school spending
