Policies must include specific procedures for collecting, isolating, and returning devices, and must be submitted to the Department of Elementary and Secondary Education for approval

School districts must conduct a public comment period with input from school leaders, educators, families, students, and stakeholders before finalizing their policies

Department of Elementary and Secondary Education must issue implementation guidance within 6 months addressing exceptions for IEPs, Section 504 accommodations, health/safety provisions, parent communication methods, and multilingual learners

School districts must educate students on device-related issues including cyberbullying, inappropriate content, recording without consent, plagiarism, and unauthorized AI use
