Requires the Department of Elementary and Secondary Education to annually classify and publicly report all public schools and districts as "diverse," "segregated," or "intensely segregated" based on racial composition thresholds (e.g., intensely segregated = one racial group at 90%+ or White students at 10% or less)

Mandates reporting on racial proportionality in access to advanced courses, gifted programs, SAT/ACT completion, and early college pathways compared to overall school demographics

Establishes the School Diversity and Integration Grant Program to fund districts with significant achievement gaps or racial segregation, with planning grants (up to 1 year) and implementation grants (up to 3 years, extendable to 5 years)

Allows up to 10% of appropriated grant funds to be reserved for research, technical assistance, and development of best practices for school integration

Prioritizes grant funding for inter-district or regional integration programs and applicants coordinating with local housing or transportation agencies
