Allows school districts to consider attendance and discipline records only for determining lottery entry eligibility

Mandates schools maintain waitlists ordered by lottery results and submit them to the Department of Elementary and Secondary Education by June 1; vacancies must be filled from the waitlist in order

Requires the commissioner to collect and publicly report demographic data on applications, admissions, enrollment, and waitlists by November 1 annually, including breakdowns by race, ethnicity, disability status, economic disadvantage, and English language learner status

Directs the board to promulgate regulations for implementation and enforcement of the new admissions requirements
