Establishes legal definitions for "Family, Friend and Neighbor Care" (FFN Care) as license-exempt childcare provided in the child's home or by relatives, and "FFN Caregiver" as persons providing such care

Requires the Department of Early Education and Care to create an hourly payment structure for FFN caregivers that ensures full voucher value usage and guarantees compensation at or above the state minimum wage

Mandates creation of a state advisory committee on FFN Care within 60 days of passage, with members from organizations including Care That Works, SEIU Local 509, and the Child Care Resource and Referral Network, plus at least three FFN caregivers

Advisory committee must hold at least 4 public hearings and 4 public meetings during its one-year term to examine issues including reimbursement processes, quality standards, workforce development, and extending voucher hours for combined formal and FFN care

Committee must file a report with findings to the legislature's clerks, Ways and Means committees, and Joint Committee on Education
