Establishes an 11-member "Promise Commission" to study the current status, structures, future vision, and needs of Massachusetts public education over a 5-10 year horizon

Commission members include designees from the House Speaker and Senate President, three education commissioners (elementary/secondary, early education, higher education), and representatives from school superintendents, school committees, teachers unions (AFT and MTA), Massachusetts Education Equity Partnership, and Latinos for Education

Study areas include educator recruitment, retention, and diversity; curriculum for a global society; flexible learning models beyond traditional seat time; multilingualism; assessment methods beyond MCAS; and pre-K through college support structures with wrap-around social/emotional services

Commission will research best practices from other states and countries to inform recommendations

Final deliverable is a comprehensive report re-envisioning the Massachusetts education system for current and future students
