Creates "expectant and parenting student liaison" positions in public schools (grade 7+) located in municipalities with either the top 10 highest teen birth rates or more than 150 annual births to women ages 13-19, modeled after a Chelsea High School program

Requires liaisons to develop individualized graduation plans with each expectant/parenting student that include flexible scheduling, alternative credit options, maternity/paternity leave dates, and post-graduation college or career goals

Mandates the Department of Elementary and Secondary Education publish a model policy and resource list on its website, updated at least every 3 years, to help schools support expectant and parenting students

Requires annual reporting to superintendents and the department on the number of parenting students, their academic achievement, graduation rates, dropout rates, and post-secondary enrollment

Sets implementation deadline of September 1, 2025 for schools to identify and train liaisons and file expectant/parenting student policies with the department
