School districts experiencing an increase of at least 20 English learner students over the prior fiscal year would receive additional state cost reimbursement for those students

Reimbursement amount equals the Chapter 70 funding rate for English learners, calculated based on the difference between October 1 enrollment counts year-over-year

Eligible districts would receive advance allotment payments by the close of the first monthly accounting period of the fiscal year

State treasurer would maintain reimbursements in a separate fund, disbursed at the direction of the commissioner of the board of education

Funding is supplemental and would be in addition to any federal Title III grants under Public Law 107-110
