Requires the Department of Early Education and Care, in consultation with the Department of Public Health, to develop an informational pamphlet for parents and guardians of newborns about early education and child care resources.

Pamphlet must include information on developmental benefits of quality care, the department's role in licensing providers and conducting background checks, and the safety distinction between licensed and unlicensed care.

Requires inclusion of child care financial assistance information for eligible families, contact information for child care resource and referral agencies, and a website for an online directory of licensed child care programs searchable by location.

Mandates distribution of the pamphlet to parents or guardians of all newborns at birthing hospitals, birthing centers, or discharge hospitals throughout Massachusetts.

Amends Chapter 15D of the General Laws by adding Section 2A; similar legislation was filed in the 2023-2024 session as Senate No. 275.
