Executive Office of Education and Massachusetts School Building Authority must study capital improvement financing for vocational-technical and agricultural schools under Chapter 74

Study must analyze feasibility of a tiered reimbursement formula with separate cost considerations for elementary/middle schools, comprehensive high schools, and vocational-technical/agricultural schools

Study must examine fiscal impacts on cities and towns served by regional vocational-technical or agricultural schools that completed capital projects in the preceding 5 years

Study must review campaign finance reporting for local ballot measures on vocational-technical school capital projects, including whether expenditures align with activities and how they compare to comprehensive high school projects

Report due to legislature within 6 months of enactment, with possibility of one 3-month extension granted by Secretary of Education
