Requires superintendents to convene an 11-member local stakeholder group within 30 days of a school's designation to develop improvement plans, including teachers, parents, students, union representatives, and community members

Mandates evidence-based interventions such as reduced class sizes, Community Schools models, wraparound services, increased teacher compensation, culturally responsive curriculum, and workforce diversification

Creates a special commission of approximately 25 members to study alternative student assessment systems beyond standardized testing, including portfolios and performance assessments, with a report due August 31, 2025

Caps public school district charter school tuition payments at 9% of net school spending and requires districts in receivership to develop transition plans to end receivership within 1 year
