Establishes a special commission to study and recommend ways to expand access to vocational and technical high school education by increasing capacity at regional vocational-technical schools

Commission will consist of 15 members: the Commissioner of Elementary and Secondary Education (chair), 4 state senators, 4 state representatives, and 6 gubernatorial appointees who are superintendents or business managers from vocational-technical schools

Legislative appointments include chairs of the Joint Committee on Education, appointments by leadership from both parties, and appointments by Ways and Means chairs in each chamber

First meeting required by June 1, 2025, with final report and legislative recommendations due by November 30, 2025

Report must be filed with clerks of both chambers, Ways and Means chairs, and Joint Committee on Education chairs
