Establishes a special commission to study Chapter 70 state education funding and examine funding challenges during periods of increased inflation

Commission chaired by the Commissioner of Elementary and Secondary Education (or designee), with 3 Senate members, 3 House members, and 9 governor-appointed superintendents or business managers

Governor appointees must represent three categories: districts where Chapter 70 funding has not kept pace with inflation, Gateway City districts, and vocational/technical schools

First meeting required by June 1, 2025, with final report and legislative recommendations due by November 30, 2025

Report to be filed with Senate and House clerks, Ways and Means committees, and Joint Committee on Education
