Requires training in creating equitable, inclusive school climates, delivering content in racially, linguistically, and culturally responsive ways, and integrating diverse learning styles for classroom inclusion

Districts with English learners must provide training in second language acquisition techniques for teacher and administrator re-certification

Commissioner of Education must prepare annual statewide assistance plans that include professional development data by district, with plans submitted to the Board of Education and the Joint Committee on Education, Arts, and Humanities
