Establishes a special commission to study the Massachusetts School Building Authority's capacity to meet current and future school facility needs and evaluate racial, ethnic, socioeconomic, and geographic equity in its grant funding formula

Commission membership includes 25+ members: joint education committee chairs as co-chairs, legislative appointees, state officials, and representatives from education associations, teachers unions, architects, municipal groups, and building trades

Commission must investigate and recommend changes to the grant formula, construction cost reimbursement rates, incentive calculations for municipalities qualifying for 80% reimbursement, and policies for regional vocational schools and educational collaboratives

Study areas include reimbursement policies supporting environmental/greenhouse gas goals, healthy school facilities, equipment funding authority, and incentives for vocational programs aligned with labor market demand

Report due to the legislature by June 1, 2026, with $250,000 appropriated for staffing and administrative expenses
