Creates a special commission to study minimum and maximum allowable air temperatures in public school classrooms and facilities in Massachusetts

Commission will examine statistics on air-conditioned public schools, indoor air quality impacts on children (including those with respiratory conditions or special needs), and state funding/bidding processes for HVAC upgrades

Commission membership includes 15 members: Secretary of Education (chair), commissioners from education and public health, Massachusetts School Building Authority, representatives from teachers, school committees, PTAs, school nurses, superintendents, and 4 legislators

First meeting must occur by December 1, 2025

Final report with findings, recommendations, and draft legislation due to the legislature by December 1, 2026
