Establishes the School Resource Officer Grant Program and a special nonreverting fund within the state treasury to be administered by the board in consultation with the Board of Education

Provides matching grants to local law enforcement agencies and school boards that have collaborative agreements to employ uniformed school resource officers in middle and high schools

Requires school resource officers to be certified law enforcement officers responsible for ensuring safety, preventing truancy and violence, and enforcing school board rules and student conduct codes

Allows up to 5% of the fund annually to be used for training school resource officers

Requires local matching funds based on the locality's ability to pay, with grant criteria established by the board in consultation with the commissioner and Department of Public Safety
