Defines "effective school library programs" as those staffed by certified school librarians, offering equitable access to collections for all students, and providing personalized learning environments

Standards must promote grade-appropriate collections supporting curriculum and independent reading, information literacy and research skills instruction for K-12, reading proficiency, and integration of learning technologies

Commissioner must guide school committees and boards of trustees in implementing standards; schools may incorporate library standards into English language arts, history, social sciences, and technology curricula

Requires the department to conduct implementation studies every three years, beginning in the third year after enactment, examining librarian employment and school library programs offered
