Requires a comprehensive survey of all automated decision systems (scheduling, grading, budgeting) and generative AI (ChatGPT) currently used in public and private school systems

Mandates examination of data protection, algorithmic bias, intellectual property issues related to student plagiarism, and potential mandatory watermarking for AI-generated content

Commission membership includes the Secretary of Education as chair, legislative leaders, teachers union presidents, 5 academic experts, 1 high school student from each county, and representatives from school committees and superintendents associations

Must review best practices from other jurisdictions including the US Department of Education AI report, White House AI Bill of Rights, and European ethical guidelines for AI in education
