Requires all children under age 18 who have not graduated from high school to attend school, effective September 1, 2025

Establishes a 3-year pilot program through the Department of Elementary and Secondary Education for dropout prevention and recovery, targeting school districts with above-average dropout rates through competitive grants

Authorizes four intervention methods: alternative education programs (smaller classes, competency-based learning, wraparound support), graduation coaches who develop individualized graduation plans, dropout outreach and recovery programs to re-enroll former students, and expectant/parenting student support services

Requires annual reports to the legislature by September 1 each year detailing participating districts, students served, services provided, and graduation outcomes

Mandates a final report within 6 months of the pilot's conclusion with legislative recommendations on whether to expand, maintain, or discontinue the program
