All Massachusetts public school districts must ensure every high school student develops an individual learning plan (MyCAP) starting in 9th grade, with support from a designated educator and a state-approved online platform.

Individual learning plans must map a clear academic pathway from secondary to post-secondary education or career, including coursework sequencing and experiences beyond the classroom.

Districts must allow students to adapt their plans throughout high school and make reasonable efforts to provide the experiences identified in the plans to support post-graduate success.

Districts must report annually to the Department of Elementary and Secondary Education on compliance, and the department must develop guidance aligned with the MyCAP system structure.

Effective date: September 1, 2028.
